Junior Professionals

Welcome to the National Junior Professionals Group of LLG

The Junior Professionals group of LLG looks after legal officers, paralegals, Filex/Cilex, trainee Solicitors and Solicitors with up to 5 years PQE who are working in local authorities.

Please keep in touch using the online forums to share your experiences (positive and negative) or to ask for help - only by hearing from you will we be able to help tackle the issues junior professionals are facing. Details of upcoming events will also be posted to the forum when available

Jordan Hulse

Junior Director

Jordan began his journey at nplaw, the shared legal service hosted by Norfolk County Council, in December 2020. Since then, he specialized in planning law, qualifying as a Planning Solicitor in January 2023. In this role, he has enjoyed a variety of work ranging from common land, enforcement, riparian rights, DMMOs, TROs, TPOs, EVs, transactional, and advice work, to name but a few.

In 2023, Jordan achieved a Distinction on the Local Government Diploma in Law and Practice, having enjoyed his seat as a trainee solicitor in the Governance and Commercial Team, where his interest in local authority governance was initially sparked. Beyond his legal duties, he is passionate about nurturing the next generation of legal talent, striving to develop a supportive network for junior lawyers. Jordan would encourage anyone interested in the development of junior lawyers to reach out to him.

Outside of work, Jordan is currently training for a half marathon and honing his tennis skills, always eager to embrace new challenges and opportunities for growth.

Jessica Lishman

Junior National Lead

Jess is a Planning Lawyer working for Leeds City Council in the planning and development section. In her day-to-day role she provides legal advice and support to the planning and highways departments as well as city development and regeneration teams.

After several years in frontline services for Leeds City Council Jess moved from working with young offenders in a secure unit and providing support for residents of social housing to legal services in 2015.

Having completed the fast track Cilex Diploma and portfolio throughout Covid Jess qualified in January 2023.

Jess is passionate about improving the experience of Junior lawyers working in Local Government and founded an internal Junior Lawyers network for Leeds to network and socialise.

She is also a member of Leeds Junior Lawyers Division and enjoys volunteering with Ahead Partnership, an organisation that connects professionals with local schools and young people.
