LLG are delighted to announce that the LLG Governance Conference 2026 will be held at ETC 8 Fenchurch Place, London EC3M 4PB on Friday 20 November for Day 1.  Day 2 will take place on Friday 27 November and will be a remote attendance event.

Mark your calendars for Friday 20 November 2026 and Friday 27 November 2026 to join us for this annual two-day hybrid event. This is your chance to hear from a line-up of expert speakers and network with like-minded professionals in a legal setting. Please note that the second day of the conference will run as an remote only event.    

The Governance Conference is a must-attend event for legal professionals interested in exploring the issues surrounding governance and ways to improve governance in practice. Our conference brings together a diverse range of perspectives to consider how excellent governance can enable our local authorities to make the greatest impact they can for all.

Our conference programme is designed to provide you with an opportunity to engage with local government leaders and legal experts. More importantly, it allows you to join in the discussion and knowledge sharing with colleagues from all areas of local government law. You will learn from industry experts, explore new opportunities, and network in a vibrant setting.

The annual LLG Governance Conference offers the best of both worlds! Day one is open to both in-person and remote attendance. Day two is a remote attendance event for all.

The first day conference offers a full day programme to all attendees that is packed with informative sessions, giving you the opportunity to learn from industry experts and engage with colleagues from all areas of local government law. In-person attendees will also have the chance to attend a variety of breakout sessions running throughout the day, and, during the refreshment breaks there is the opportunity to; network with fellow professionals; meet LLG's corporate partners; visit the exhibition stands;-  Plus, you won't want to miss the Drinks Reception after the programme!

Day two, taking place the following week, will be fully remote via the Zoom conference platform. Although plenary sessions only will be offered on this day, you'll still have the chance to connect with other attendees and gain valuable insights into the issues surrounding governance and ways to improve governance in practice.

There are a number of available packages:

  • Remote attendance 
    • This ticket includes remote attendance on the first day of the conference, Friday 20 November and virtual attendance on the second day, Friday 27 November 2026

All virtual delegates will have access to the following features:

  • live-streamed sessions of speakers and panel discussions of the main plenary programme on day 1
  • opportunities for live delegate questions and comments during all sessions in the main plenary programme on day 1
  • full online support throughout both conference days
  • opportunity to interact with other delegates from other local authorities in a virtual networking space

Full instructions on how to join the conference via Zoom will be emailed to all delegates in advance of the conference. 

Located in the heart of London, the venue is easily accessible via most major transport links.

Overnight accommodation is not included in the conference package price and if looking to stay overnight, you will need to book this separately.

On the day of the conference, lunch will be provided and there will be refreshments provided before the start of the conference, mid morning and mid afternoon.   

There will be a drinks reception to follow the close of the day 1 programme.  We will ask all delegates to confirm if they will be attending prior to the conference date.

For any dietary requirement information we ask for this to be noted at the time of booking to ensure appropriate catering can be provided.

Delegates attending in-person will have the opportunity to visit the company exhibition including LLG's Corporate Partners. You will be directed towards the exhibition once you have signed in on the day of the conference. Full information on who is taking part in the exhibition will be provided in due course.

LLG will allocate a limited number of bursaries for the Governance Conference 2026, covering day 1 attendance in person (20 November 2026) and day 2 attendance remotely (27 November 2026). 

The bursary is allocated on the basis that you are able to attend Day 1 in-person. A bursary placement will not be allocated for remote attendance only. 

Who can apply? 

  • The bursary applications are open to junior lawyers (less than 3PQE) who are trainee solicitors and must be an LLG member. 

  • All applications must be completed and forwarded in a word document or PDF format to legaltalent@llg.org.uk by Thursday 03 September 2026. 

  • All applicants will be notified of their successful applications by Monday 21 September 2026.

Are you a Monitoring Officer looking to attend the LLG Governance Conference but working at a council that is in difficult financial circumstances?
 
LLG have a limited number of bursary places for Monitoring Officers to attend the Governance Conference in person on day 1 and online for the second day.
 
To apply for a Monitoring Officer bursary please email your completed application form to membership@llg.org.uk by Thursday 3 September with confirmation that you are: 

  • An LLG paid for member
  • A Monitoring Officer
  • Working for a council that is in difficult financial circumstances
  • Available to attend in person in London on Friday 20 November 

 
This offer is not applicable for those already booked onto the conference.  

Helen Bradley, LLG President, National Lead for Monitoring Officers and Governance & Director of Legal & Democratic Services and Monitoring Officer, Durham County Council.

Helen has over 20 years local government experience having worked in both district and unitary authorities. Initially specialising in criminal and civil litigation, all of Helen’s roles have included a focus on local authority governance, which reflects her interest in this area of expertise. She is politically astute and has successfully supported senior officers and members to navigate political change within authorities.

Through her work with LLG, Helen is acutely aware of the challenges faced by Monitoring Officers across the sector and the need for strong local authority governance. She works with a number of stakeholders to develop tools to support Monitoring Officers and promote good governance.

Helen believes that a good understanding of local authority governance from the outset was a key factor in her career progression. She is passionate about developing this knowledge with those entering into the local government legal profession and developing the Monitoring Officers of the future.

Helen is the Director of Legal & Democratic Services and Monitoring Officer, Durham County Council.

Deborah Evans, LLG CEO

Deborah Evans was appointed in 2018 as the first Chief Executive of LLG. Having started her career in local government at Dudley Metropolitan Borough Council, she has since gone on to work in senior roles across the legal sector, including the in-house legal team of a major retailer; as a Practice Director of a law firm; in management at the Legal Aid Board; Chief Executive of the Legal Complaints Service, and most recently as Chief Executive of the Association of Personal Injury Lawyers.

Deborah has also been involved with digital claims resolution platforms such as Claims Portal and MedCo.
