Join us for this event being held on March 21st, 2024, at the Bristol Office of VWV and would cover the following:

  • Introduction to being a Monitoring Officer/Deputy Monitoring Officer & Top tips – Lisa Kirkman
  • Introduction to Elections and what 2024 has in store – Mark Heath
  • Instructing External Solicitors and Barristers and how to get the best from them - would use both an internal resource for this but also local Chambers Director to give both sides.

With plenty of time for Q&A’s and some round table sessions.

Mark Heath, Consultant

Mark Heath is a Consultant and specialises in providing advice to clients in the Public sector.

Mark has over 30 years of service within the public sector. He was until December 2016 working at Southampton City Council where he was Solicitor to the Council (and Monitoring Officer) for 20 years. Subsequent to that he held the positions of Director of Place and subsequently Chief Operating Officer at Southampton. Mark however remains as the Returning Officer for elections at Southampton, a post he has held since 1994. [He was the South East Regional Returning Officer for the 2009 and 2014 European Parliamentary Elections, the Regional Counting Officer for the South East Region for the AV Referendum in 2011 and the European Referendum in 2016, and the Police Area Returning Officer for Hampshire for the Police and Crime Commissioner Elections in 2012 and 2016]. As one of the leading figures in the electoral field, he serves on several groups convened by the Government and the Electoral Commission on electoral law, policy and practice

Mark’s legal experience includes drafting and reviewing constitutions, advising on standards and all aspects of local authority governance and decision making including the formation and operation of combined authorities.

Lisa Kirkman, Consultant

Lisa is a Consultant in the Public Sector team, based in the Bristol office.

The internal workings of a council and decision making processes are complex and politics challenging. Lisa can understand quickly, cut through these issues and add value.

Lisa joined VWV after previously working at two ambitious Hampshire authorities. Having most recently been Strategic Director and Monitoring Officer at Winchester City Council she also brings unique insight having led teams beyond the legal sphere in areas such as audit, finance, procurement and contract management, policy, emergency planning and business continuity, communications, democratic services, elections, IT and HR.

Lisa trained and qualified at Basingstoke and Deane Borough Council, spending a further 17 years working her way up to Head of Law & Governance and Monitoring Officer before moving to Winchester City Council.
