Anti-social Behaviour injunction can act as an important remedy in addressing nuisance behaviour within communities. In this session, Kate Hicks (Partner) and Charlotte Rawson (Legal Director), Bevan Brittan LLP, will address current injunction powers available to Local Authorities under the Anti-social Behaviour, Crime and Policing Act 2014 as well as those proposed under the Crime and Policing Bill, which is expected to be enacted in 2026.

Kate Hicks is a housing management lawyer and a member of Bevan Brittan's Housing and Property Dispute Resolution team. She specialises in all aspects of housing management including anti-social behaviour, tenancy breach, subletting, hoarding and debt recovery.
Kate has worked in the social housing sector for the past ten years, acting for both registered providers and for tenants/defendants. Whilst working for tenants, she has had experience acting for very vulnerable and disadvantaged individuals in all aspects of housing litigation including possession and anti-social behaviour proceedings. Her work with tenants has given her an in-depth knowledge of public funding, as well the law relating to homelessness, allocations and disrepair.
Kate is an experienced advocate and frequently provides representation for clients in County Court proceedings. She has a legal aid background and acted for tenants for many years before joining Bevan Brittan. This experience has given her great insight and in-depth knowledge which she now utilises to support social landlords.
The majority of Kate's work is for Local Authorities and Housing Associations in managing their housing stock. She also regularly acts for the NHS, supported accommodation providers and private organisations.
Charlotte is a Legal Director at Bevan Brittan, specialising in housing management litigation, acting mainly for Registered Providers and Local Authorities. She has built up extensive expertise in this specialism, acting within the practice area for over 15 years.
Charlotte advises social landlords on all aspects of housing management, including anti-social behaviour, possession claims and tenancy fraud. She is experienced in obtaining civil injunctions, frequently on a without notice basis. She also acts on contempt applications following breaches of injunctions, and if necessary subsequent possession claims as a result of such breaches.
Charlotte represents clients on all areas of tenancy management, including capacity issues, Public Law, Equality Act and Human Rights Act challenges, rent arrears, succession claims and queries, accelerated possession claims and breach of tenancy injunctions. She frequently oversees multi-agency approaches to resolving matters, including through the use of alternative dispute resolution.
