LLG Planning National Lead Meeting - 18th September 2025

We will be joined for this meeting by Suzanne Smith and Jennifer Eng from Capsticks who will share their expertise and insight into various aspects of Planning.

This meeting will take place on Zoom and is FREE for members to attend. Please book on to secure your place.

Suzanne Smith, Partner

Suzanne is a partner in the Housing and Regeneration team and heads the planning law division advising on a range of town planning matters (including both policy and development control) for charities, local authorities, Methodist Church, NHS and social housing clients.

Prior to joining Capsticks in 2017, Suzanne spent 11 years working in the public sector within the in-house legal teams (one of which was shared legal service) for a number of local authorities in the South of England. 

During this 11-year period, Suzanne specialised in planning law (both contentious and non-contentious) and, having completed her training contract, in-house qualified into a Principal Solicitor role in 2012 and was appointed interim team leader of the Planning and Civil Litigation team. Suzanne also spent time specialising in planning and flood & coastal risk management whilst working for the in-house legal team at the Environment Agency.  

During this period of working in-house at both a local and national level, Suzanne has gained extensive knowledge and experience of planning law in practice.  

Jennifer Eng, Principle Associate

Jennifer is a Principal Associate in our Housing Development team and specialises in acting on behalf of registered providers, charities, public bodies, NHS and local authorities to advise on matters of development, regeneration projects, commercial property matters and planning. 

Prior to joining Capsticks in 2019, Jennifer spent four years in local government and completed her training contract with seats in planning, commercial property, public contract procurement and litigation. 

Jennifer has experience in dealing with all matters of property development including conditional contracts, Golden Brick and Turnkey Development Agreements, option agreements, overage and agreements for the delivery of the Rentplus affordable housing model. 

Jennifer also has extensive experience in planning matters advising in planning policy, conservation, section 106 agreements, infrastructure agreements, planning enforcement, CIL and compulsory purchase.
