LLG's Southern Regional Director, Anita Bradley is excited to be hosting a one day conference for all Southern members to network, inspire, and discuss key topics.

This event will be held at Oxfordshire County Council and will include a programme of inspiring sessions with LLG Corporate Partner firms covering updates and insights regarding Local Government Reorganisation, Information Governance, Monitoring Officers and Governance, and Local Government Case Law updates plus more.

Below is the programme for the day:

The day will run from 10am to 3:45pm allowing time for travel, with lunch and refreshment provided.

Please book on to secure your place and let us know of any dietary requirements.

Places are allocated on a first come first served basis and members outside of the maximum allocation will be placed on a reserve list.

Priority will be given to Southern Regional Members (who live or work in the southern region where maximum attendance is reached).

Anita Bradley, LLG Southern Regional Director

Anita Bradley is the Director of Law and Governance and Monitoring Officer at Oxfordshire County Council, a position she has held since January 2021. With over 36 years of extensive legal experience, Anita has a varied career in both private practices, most recently as a partner in Browne Jacobson LLP and in local government settings.

Anita began her legal career in private practice, specialising in family law and litigation. She transitioned to local government having also worked in the charity sector, in 2001, where she has held various senior roles, including Head of Corporate Administration and Monitoring Officer at Mansfield District Council, Head of Legal Services and Monitoring Officer at Cheshire East Borough Council, and Head of Law and Governance at Oxford City Council. In her current role, Anita is a member of the Council’s Strategic Leadership Team and oversees a wide range of services including legal services, governance and information management. She also serves as the Monitoring Officer.

Anita's has a strong commitment to the local government family and is keen to develop diverse and inclusive networks and opportunities for all local authority lawyers and legal staff at all stages of their careers. In her Board position Anita is undertaking this work in the Southern Region and is keen to talk to all LLG members to understand how we can work together to meet the evolving needs of LLG members.

Hannah Payne, Senior Associate - Browne Jacobson

Hannah is a Senior Associate within our public, planning and environmental team at Browne Jacobson. She specialises in public law matters and is experienced working with central and local government, devolved administrations and other public bodies. She regularly advises on lawful decision-making, performance of public functions and vires.

Having trained with Browne Jacobson LLP, Hannah has developed a wide-ranging practice, advising in litigious, advisory and transactional contexts. Hannah has particular experience of devolution and local government reorganisation, having advised constituent councils in relation to the establishment of combined county authorities and advising on proposals for both devolution and local government reorganisation in the context of the English Devolution and Community Empowerment Bill.

Vivienne Sedgley, Barrister - 4-5 Gray's Inn Square

“A remarkable junior whose star is in the ascendant” and shortlisted for Public Law Junior of the Year 2024, Vivienne has a wide-ranging public law practice.

She is ranked in the Legal 500 and Chambers and Partners as a leading junior for administrative and public, election, local government, and planning law.

The directories describe her as “outstanding”“excellent judgement”, a “persuasive advocate” who “produces work at lightning speed”.

She is a published author in her practice areas, as editor of Parker’s Law and Conduct of Elections and an author of Supperstone, Goudie and Walker: Judicial Review.

She is panel counsel to the Equalities and Human Rights Commission (2024-2028).

Vivienne is known for her approachability and clear written advice, particularly in tricky areas of law.

Vivienne works extensively in local authority matters, for both claimants and defendants.

She well understands the pressures and challenges facing local government, having worked extensively in-house and as a consultant for specialist local government solicitors.

Her work includes matters as varied as heraldry, flag-flying and cemeteries. She is often called upon to advise on decision-making reports and claims for judicial or statutory review.

Gavinder Ryait, Partner - Capsticks

Gavinder is a partner and head of the London Housing Management Team at Capsticks.  As a leading social housing lawyer with over 20 years’ experience, Gavinder has a natural ability to simplify legal complexities, getting to the crux of problems while maintaining excellent client relationships and offering practical, unequivocal advice.

Gavinder is an acknowledged leader in her field and highly admired by peers and leading legal directories. 

Gavinder covers all aspects of housing management litigation, particularly injunctions, possession claims, closure orders and high profile complex ASB matters.  Gavinder acts for numerous Local Authorities and Housing Associations and has been involved in leading Court of Appeal decisions, including West Kent Housing Association v. Jack Haycraft [2012] EWCA Civ 276 and Paragon Asra Housing Limited v. James Neville [2018] EWCA Civ 1712.    

William Richmond-Coggan, Partner - Freeths

Will was called to the Bar in 2000 and since 2004 has been dual-qualified as a solicitor-advocate, undertaking a wide range of high value and complex litigation, often with an international element. He has litigated up to Supreme Court level and is regularly instructed in large scale group litigation arising from data breaches and cyber incidents.

Other specialisms include technology disputes, media and reputation cases, and advisory work for established and emerging companies grappling with data- or privacy-intensive technologies (federated social, metaverse, AI, VR, facial recognition).

He was recently elected Chair of the national Solicitors Association of Higher Court Advocates for an unprecedented second non-consecutive term.

Will is listed as a Recommended Lawyer and recognised as a Next Generation Partner in The Legal 500 (2025 edition) in Commercial Litigation.
