LLG together with Browne Jacobson would like to invite Monitoring Officers members to discuss next steps following publication of the report by the LGiU on the ‘Changing Role of the Monitoring Officer’.  

Whilst the report is applicable to Monitoring Officers in England only, LLG always values the experiences and contributions of its Welsh members whom by the nature of their separate jurisdiction on this matter can bring a fresh perspective. Welsh MO's in consequence should not feel dissuaded from registering where they wish to do so. 

This afternoon event will take place in person. Virtual attendance cannot be accommodated on this occasion.  

The roundtable will take place between 2pm and 4pm with all attendees invited to stay for drinks and canapes thereafter at the kind invitation of Browne Jacobson in order to network.  

The location is at the London offices of Browne Jacobson, Client Suite, 6 Bevis Marks, London EC31 7BA. Fenchurch Street and Liverpool Street are a 5-minute walk. Cannon Street is a 10-minute walk. Aldgate, Monument, and Bank are all within walking distance. There is no visitor parking available at the location.  

Places are allocated on a first come first served basis. Registrations received following maximum capacity will be placed on a reserve list and notified.  

 Indicative Discussion Points 

 

  • Are all recommendations in the report by the LGiU agreed with?  

 

  • Which recommendations should be prioritised?  

 

  • Which recommendations by the LGiU should LLG actively take forward, which require collaboration (and with whom), and which recommendations require a third party to enable (e.g. the government). What timescales could reasonably be applied in each case if at all?  

  

  • Should LLG form a Professional Body for Monitoring Officers? What would it look like? What would it do? What would it offer that was different or unique? 

  

  • What would be on your wish list for new local government legislation in respect of governance? What would be on your list in respect of provision for Monitoring Officers?   

 

  • Which recommendations should be incorporated into our Code of Governance for Statutory Officers? When we have the Code, the MO Handbook, the MO Protocol, and the MO Defence Scheme, do we still have any policy gaps? 

 

  • In terms of training provision, LLG has an annual Governance Conference, annual MO Conference, LLG Inspire Programme, a MO induction package and a course on the Role and Responsibilities of the Monitoring Officer. Within membership LLG has the National Lead group for Monitoring Officers and Governance together with Regional Lead groups. What else could LLG do to support Monitoring Officers?
