Phillip McCourt, Legal Director from our corporate partner Bevan Brittan is our guest speaker for this session. In this session Phillip will be examining Governance matters within the budgetary process.
One of the major sources of enquiry, particularly in December to March, is around local authority budgets. There are a number of pinch points throughout the process of development, proposals, agreement and implementation that create problems and questions for those involved in governance. This will create an opportunity to highlight and create a reminder of what these are and raise discussion.
Phillip specialises in local authorities’ corporate law and decision making. Phillip joined his first local authority in 1988 as a trainee Chartered Secretary and then Solicitor. He was first made an authority’s Monitoring Officer and a member of the senior management team in 2000. Since then he has acted on governance, standards and monitoring officer issues for a wide range of local authorities, combined authorities and central government through both consultancy and direct employment.
