In the next meeting of the LLG procurement lawyers' group, we will be looking at the period between standstill letters being issued and contracts being signed. Our Procurement National Lead Kieran McGaughey is delighted to be joined by guest speakers from our new corporate partners Capsticks LLP for this session: Mary Mundy, Partner who leads on non-contentious procurement and Dylan Young, Partner who leads on procurement litigation.

Mary leads the Capsticks non contentious procurement team and has over 17 years’ experience advising on Public Procurement and has advised on a number of reported cases. She has experience of working in-house and has previously been Legal Counsel at DHL, advising NHS Supply Chain on setting up Framework Agreements for health supplies. Mary has also had in-house experience at the Regional Development Agency, Yorkshire Forward.
Mary has advised a number of Local Authorities on a variety of day to day procurement issues through to advice on complex procurement processes where she assists in the procurement strategy and process to follow, drafting the procurement documents, assisting with queries and clarifications from bidders, training evaluators, reviewing moderation records and chairing moderation meetings, assisting in defending potential or actual complaints and challenges.
Mary advises on all procurement procedure types and takes pride in giving pragmatic, commercial advice, enabling clients to properly weigh up risks.
Dylan leads the Capsticks procurement litigation work and is a highly experienced procurement litigator, having acted on a number of complex and high profile public procurement challenges in the High Court. Dylan provides support on risk and strategy in live procurement processes and leads our response for contracting authorities where there is a threat of or actual procurement challenge. Dylan provides pragmatic advice on managing risk and supports clients on the disclosure of documents.
