Important change is on the horizon for public sector grant funding, with recent news that the Subsidy Control Act 2022 will become fully effective from 4th January 2023.
In this free webinar, two in-house Council lawyers will look at the implications for local and combined authorities. The session will cover:
• What is a subsidy?
• Why does it matter?
• What will change under the Act?
• How to award a subsidy compliantly
• Top tips for dealing with subsidy control at your authority
There will also be a number of exam style scenarios for attendees to (hopefully!) put their learning into practice, by voting on whether particular scenarios involve a subsidy or not. Delegates will also have the opportunity to pose questions of our speakers at the end of the session.
Kieran McGaughey is a Commercial Solicitor at Newcastle City Council, and also advises the North of Tyne Combined Authority on a wide range of subsidy control matters. This has included brownfield housing, regeneration, inward investment and cultural projects. In his role as LLG’s National Lead for Procurement Law (which includes subsidy control and other commercial public sector work), Kieran co-ordinated LLG’s consultation responses on the new subsidy control regime.
Carol Humphries is a Principal Lawyer in the Corporate and Governance team at Northumberland County Council. She regularly advises the Council on subsidy control and grant funding matters, both as a grant giving body and recipient. In her previous employment Carol advised the North East Combined Authority on the State aid elements of a wide range of projects.
