12 missions, 5 reinforcing pillars, behind the scenes rumblings and targeted responses; coverage of the long-awaited Levelling up White Paper rather conjured up images of Ethan Hunt. Criticism came thick and fast. Accusations of ‘devolution by a different name’, a re-branding of the ‘industrial strategy’, ‘rehashing’, ‘repetition’ and a distinct ‘lack of funding’. Michael Gove meanwhile insisted that the White Paper would ‘end historic injustice and the postcode lottery’.
But what does it provide for? Well, there are County and Combined Authority Devolution deals with 9 authorities identified to begin negotiations. The 12 ‘national missions’ (which include improved pay, employment and productivity, education, research and public transport investment objectives), will be given status in law in a new Levelling Up and Regeneration Bill. The creation of a statutory duty to publish an annual report to update on the progress of the 12 missions, the establishment of a Levelling Up Advisory Council and a policy regime based on five ‘mutually reinforcing pillars’ also feature.
According to the Government, every part of England that wishes to have a ‘London-style’ devolution deal with have one by 2030.
There are numerous questions remaining, but where a policy mission such as this has actually been achieved, (such as in Germany) there have been huge fiscal transfers from rich regions to poorer ones. However, SOLACE President, Joanne Roney warned in the MJ that “Levelling up will never happen if local government is not provided with the sufficiency, certainty and flexibility over the finances it receives’.
