This course provides attendees with a solid understanding of planning committees and decisions made by local authorities and is suitable for anyone who needs to understand the key aspects of planning committees including lawyers, planners and committee officers. The course includes a general introduction to local authority decisions including delegation; consultation; member interests, bias and pre-determination; human rights; and the public sector equality duty. The course will then provide a specific focus on planning decisions including:
An overview of the legal context for planning decisions
What the development plan is and what weight it should be given
An explanation of policy presumptions and how to apply them
Material considerations including section 106 agreements

Dr Sue Chadwick is the Strategic and Digital Planning Advisor at Pinsent Masons LLP. Sue’s background is as a planning solicitor and academic. She has worked primarily in local government including for District and County authorities and two London Boroughs. Her experience includes advising planning committees, completing s106 agreements, planning enforcement and project management of the redevelopment of Cambridge city centre, facilitated with use of a CPO. She has a doctorate in planning law, has lectured in planning law for Cambridge University and currently lectures for Brighton University.
Since 2017 Sue has specialised in Digital Planning, including a year as a Research Fellow with the Open Data Institute. She is Chair of the Business London Data Working Group and a Member of the London Data Board, Brent Council Data Ethics Board, the Institute of Cyber Security for Society and the Real Estate Data Foundation. She maintains the LexisNexis note on digital planning and has authored and co-authored articles in the Journal of Planning and Environmental Law on digital exclusion, and automated decision making.
