LLG’s Commercial Law Conference 2025 offers a full day of expert led training focused on the newest developments in commercial law, tailored explicitly to local government lawyers. Delivered by practitioners in the field, the conference provides invaluable insights and practical guidance to help attendees navigate key legal and regulatory challenges in the commercial and procurement landscape.  

This year’s agenda will include a session on Contract Management under the Procurement Act 2023 in light of the evolving and changing local government landscape, delivered by Peter Ware from Browne Jacobson. Attendees will also hear from Mary Mundy and Catherine Mulroney of Capsticks on the Optima v DWP judgment and its practical implications for procurement documents and processes. Stephanie Rickard and Racheal Crean from VWV will lead a session on taking advantage of Direct Award options under the Provider Selection Regime. In addition, Sophie Mcfie-Hyland and Gayle Monk from Anthony Collins will present on sustainable and socially responsible procurement.

Finally, a session with Trowers & Hamlins will provide attendees with an overview of the key considerations for the public sector when adopting or onboarding new technologies such as AI. This session will explore the emergence of AI in the public sector, the legal landscape, AI and sound decision making, information and data risks and considerations, cyber risk and supply chain vulnerabilities, and procurement and AI – what you need to know.

Peter Ware

Peter, heads up the Government and Infrastructure team and he is the deputy head of the government sector at Browne Jacobson. Peter's team of lawyers advise on all aspects of commercial activity for the public sector and those companies and third sector bodies that work with the public sector. In particular Peter specialises in complex procurement, shared services, outsourcing and public sector joint ventures. 

Prior to joining Browne Jacobson, he worked as special projects adviser for Nottinghamshire County Council. His work there included working on the Nottingham Tram project and in particular the withdrawal by the County Council from its joint promotion of the programme, which had been place for over 25 years. Peter has extensive knowledge of local authority law and he also has a diploma in local government law and practice. 

Since his time with Browne Jacobson Peter's practice has spread to working more regularly with central government departments and arm's length bodies. Peter has completed a number of significant national projects in the last few years. 

Peter is also finance and membership secretary for the Procurement Lawyers Association, a member of the editorial board for procurement online at CIPFA, a member of the editorial board for Local Government at Lexis Nexis and he is a regular public speaker at national and international events. 

Stephanie Rickard

With over 20 years' experience advising on and managing complex and high value procurements and projects, Stephanie leads VWV's specialist Procurement and Subsidy Control team.  

Stephanie acts for local authorities and wider public sector organisations as well as healthcare professionals and other bidders.  

She advises on all aspects of the procurement process as well as advising on bringing and defending procurement challenges.  

Stephanie is ranked as a leading individual in the Chambers and Partners UK-wide Procurement category.

Rachel Crean

Rachel is a Partner in VWV's London based Commercial Litigation team and leads the Healthcare Litigation team.  She is ranked in Chambers and Partners for Contentious Healthcare. 

Rachel has experience of acting for both commissioners and bidders in procurement challenges.   

She regularly provides advice and training on the Provider Selection Regime.

Mary Mundy

Mary Mundy is an experienced commercial lawyer with a particular focus on public procurement. She has extensive experience advising clients in a range of sectors including health, central government, local government, housing and utilities.

Catherine Mulroney

Catherine Mulroney specialises in Commercial Dispute Resolution. Catherine has experience in acting for and advising clients on procurement challenges, representing bidders and contracting authorities across the healthcare sector.

Sophie Mcfie-Hyland

Sophie is a legal director in the projects team with extensive experience in advising councils and the wider public sector on their contractual relationships and key initiatives. She specialises in public procurement and major projects for the delivery of public services.

 

Sophie provides expert advice on procurement processes and contracts across a wide range of services. This includes social care, leisure, waste, highways and education services, helping public sector organisations navigate complex regulatory and commercial landscapes to deliver successful outcomes.

Gayle Monk

Gayle is a Legal Director who works with local authorities and social housing providers on their public procurement processes and the delivery of public services through contracts, joint ventures, and other vehicles.

 

Driven by a commitment to achieving social and environmental impact, Gayle advises on maximising value through effective procurement strategies and processes, and contract drafting and management. From leading large-scale procurement processes to offering expert guidance on the compliant application of the Public Services (Social Value) Act 2012, her approach is both thorough and creative.

Charlotte Clayson

Charlotte Clayson is a Disputes Partner working with the public sector on all aspects of risk, decision making and dispute resolution. Charlotte also has a specialism data and cyber and advises on issues arising out of the intersection between emerging technology and the law.

Jessamyn Nock

Jessamyn Nock is an Associate within the Corporate Commercial team, advising clients on a wide range of corporate and commercial matters. Her work includes preparing, drafting, and negotiating a variety of commercial contracts, such as supply agreements, services agreements, and terms and conditions, as well as advising on day-to-day commercial and data protection issues.

Peter Collins

Peter Collins heads up Sharpe Pritchard’s corporate and funding team. He advises local authorities on a range of matters from corporate transactions to establishing corporate and contractual joint ventures for project delivery. He also advises on public procurement and subsidy control.
