Scrutiny has the power to “call-in” a decision made by Cabinet or an officer with delegated authority. It has a very specific purpose and operates differently to other aspects of Scrutiny.
This course aims to equip lawyers to understand their role and the support they should provide to members and officers. It will be of relevance to Scrutiny Officers in establishing good practice and practical ways of delivering robust call-in Scrutiny.
The course will cover relevant legislation and intention of call-in, the realities of setting up the call-in meeting and exploring what happens next. It will be a practical session with plenty of opportunities for questions and discussion.
Service Lead: Governance, Risk & Assurance, West Yorkshire Combined Authority
Natalie has extensive governance experience. She is currently Service Lead: Governance, Risk & Assurance with the West Yorkshire Combined Authority. This includes team managing information governance, committee services, internal governance, risk and security. As a peer reviewer for the LGA and associate with the Centre for Governance & Scrutiny she has conducted governance reviews in a wide range of authorities. This has included tackling systemic culture issues impacting governance. Natalie was previously Head of Scrutiny at a large shire authority her review work has covered all areas of the Council’s work and extensive scrutiny of the NHS. Natalie has led induction for new and returning councillors, national training for local government members and officers; and has mentored staff. She regularly delivers training for LLG that receives positive feedback from delegates for its insights and focus on practical solutions.
Director of Practice, Centre for Governance and Scrutiny
Camilla has worked in Scrutiny for the best part of two decades. She has worked across several Councils, including a Unitary, a City Council, and two County Councils including most recently as Head of Scrutiny at Devon County Council, leading a small team to support Councillors in positive challenge. Since graduating from Sussex in Politics and International relations, she has worked across public sector organisations in scrutiny, consultation, policy and lobbying.
Camilla’s governance and review work has spanned all areas of the Council and NHS, and she was the principal health scrutiny officer for eight years. During her time in scrutiny, she has produced in excess of thirty task group review reports including notable work on problem gambling, the armed forces and health systems. Camilla has also taken the lead in the Heart of the South West joint LEP Scrutiny Committee and new and returning Councillor induction being conducted remotely during the pandemic.
Whilst working full time Camilla has completed an MSc in Policy Research from Bristol University and last year completed her MBA and Senior Leader ILM qualification from Exeter University.
For the past year Camilla has worked for the Centre for Governance and Scrutiny running improvement reviews at different Councils as well as refreshing the offer to regional scrutiny networks. For many years Camilla has also run learning sessions for a variety of Councils, Councillors and officers in elements of good governance.
