This course will provide attendees with a solid understanding of the foundations and principles of highway law and development. This will include the relevant legislation, case law and format of highway agreements. Attendees will look at the different roles of a local authority lawyer, advising their council as highway authority or as the local planning authority.
The course will cover:
Foundations of highway law, the principles of how a highway comes into being and the extent of the highway
Highways in the context of development and the interplay of highway law with planning permission, planning conditions and planning obligations
Highway agreements and other methods to adopt a highway
Land compensation
Highway structures
Highway licences
This course is aimed primarily at local government lawyers who are new to highways and development law and wish to understand the basic legal framework. By the end of the course the attendees will have a good understanding of the legislation and the key principles and will feel equipped to provide advice on highways in the planning context.

Umi is an experienced solicitor who has worked within local government for 17 years. Whilst in local government, her practice included regularly drafting planning and highway agreements, drafting traffic regulation orders, advising at planning and rights of way committees and representing her local authority at public local inquiries. She is now an Associate Solicitor in the planning and infrastructure team at Womble Bond Dickinson.
